Animal Aid, is a non-profit, no-kill animal rescue shelter and adoption center in Boca Raton. The shelter takes in emergency, abuse and neglect cases as well as dogs and cats from various animal control agencies in Palm Beach, Miami-Dade and Broward Counties in South Florida. Animal Aid offers cats and dogs for adoption 7 days a week.

  Construction Material Testing Tip

Soil Compaction Testing (otherwise known as density tests) are performed in order to determine the soil compaction level.  This compaction is a comparison of the laboratory compaction (Proctor) to the field density and recorded as a percentage.  In other words, the density is a comparison of the weight of one cubic foot of material in the field as compared to the laboratory, with the laboratory sample compacted at 100% of its capacity.  The percentages required are typically 95% to 98% for buildings and 98% to 100% for roadways.  The actual percentages required are established by the design professional, Geotechnical Engineer or Building Code.  There are several methods of performing the densities, the most common is the nuclear test method.  The sand cone method is considered a more accurate method and is sometimes used to provide correlation tests to the nuclear method.

Who or what agency requires it?  Soil compaction testing is required by building code for buildings and Department of Transportation (DOT) manuals for roadways.  The engineer or designer of record will require the testing through the specifications.

 

Who typically is responsible for testing?  Soil compaction is typically required by contract or specifications to be the responsibility of the contractor.

 

Who does the test?  Soil compaction testings are performed by Professional Engineering Companies specializing in geotechnical work.  These companies are licensed by the State of Florida to practice engineering and geology.  Additionally qualified firms should be licensed geology businesses and certified to perform soil testings by agencies such as Florida Department of Transportation, Army Corps of Engineers, Construction Material Engineering Council (CMEC) and members of a professional organization such as Association of Soil and Foundation Engineers (ASFE).  Tests are performed in accordance with published ASTM standards

 

If Soil compaction tests are not performed a building could settle and cause cracking or even catastrophic failure.  A roadway would crack, rut, and / or pothole.

Alert: Contractors May Recover Against Lenders Who Fail To Disburse Loan Proceeds As Designated

What happens when a borrower has earmarked portions of a construction loan for specific purposes but those designated funds are then subsequently disbursed by the lender for another purpose?

Florida statutes require that where there is a loan with “designated construction loan proceeds,” the borrower may not authorize the lender to disburse such designated funds for any other purpose unless and until written notice of that decision (including the amount of the designated proceeds that will be disbursed differently) is properly served on the contractor and any other lienor, materialmen or subcontractor who has provided the borrower a Notice to Owner. The term “designated construction loan proceeds” is defined in the statute as that portion of the loan allocated to actual construction costs of the facility, not including allocated loan proceeds for tenant improvements where the contractor has no contractual obligation or work order to proceed with such improvements. If this required notice is timely given and the decision is otherwise permitted under the loan documents the lender is not liable to the contractor for the reallocation or disbursement of the designated loans proceeds. So, for example, if an entire loan, including amounts which the borrower may designate for pre-development work, is fully funded but there are contractors who are not paid in full for their pre-development work, those contractors may have a claim if the notice to reallocate the designated construction loan proceeds for pre-development work was never provided to them by the borrower as required.

 Computer Tips: Creating Rules in Microsoft Outlook

Keeping an organized Outlook mailbox is easy by applying rules. In Outlook you can do many things like “move to a specific folder”, “auto delete” and “auto reply”.

Create a New Rule

In the Outlook Inbox, on the Tools menu, click Rules Wizard.

Click New.

Click either Start creating a rule from a template or Start from a blank rule.

Follow the instructions in the Rules Wizard.

Copy and Modify an Existing Rule

In the Outlook Inbox, on the Tools menu, click Rules Wizard.

In the Apply changes to this folder box, click the folder that contains the rule that you want to copy.

In the Apply rules in the following order box, click the rule that you want to copy, and then click Copy.

Click the folder that you want to copy the rule to, and then click OK

Click Modify, and follow the instructions in the Rules Wizard to modify the conditions as necessary.

Base a Rule on a Message

• Right click the message that you want to base the rule on.

• Click Create Rule

• The Rules Wizard is already populated with basic information from the message. Follow the instructions in the Rules Wizard to modify the conditions as necessary.

This is simply a day to salute sharply to all of the men and women in all branches of the service who protect our country and you. They can be called upon at a moment's notice to perform a risky and perilous mission for freedom and country. They train diligently both physically and mentally so they will be prepared to prevail in any mission they face.

Just how did it all begin? Well, each branch of the military had their own day of celebration. But, on August 31, 1949 then Secretary of Defense Louis Johnson announced the creation of Armed Forces Day. President Harry Truman also announced the holiday in a presidential proclamation on February 20, 1950. All branches of the military were asked to celebrate on this day and they complied on the first Armed Forces Day which was held the following year on May 20, 1950.

 A Message to our Readers

A few months back in so many words I wrote “when things get tough, the tough get going”.  Although the last year has been challenging for me to see so many of the people near and dear to me over the years get laid off, in other ways, so many of you have been an inspiration.  We have had calls of those traveling that would have never taken time to travel, those caring for loved ones, those starting new businesses or turning their hobbies into profit centers.  Many of you have been helping local charities and just helping one another, employed or unemployed.

 

We have yet to see a huge rise in vertical construction starts here in Florida creating typically needed roles as Superintendents and Project Managers, but we have seen other jobs being created that require the same skill sets.   We have heard and are looking forward to seeing financing approved for the many projects awaiting start.
